Thanks Becky! Well...as with most things government, it gets complicated. I've copied and pasted this explanation from Wikipedia about the difference between a "Have Not" province and a "Have" province.

"In Canada, the federal government makes payments to less wealthy Canadian provinces to equalize the provinces' "fiscal capacity" — their ability to generate tax revenues. Until the 2009-2010 fiscal year, Ontario was the only province to have never received equalization payments; in 2009-2010 Ontario will receive around 400 million dollars, while Newfoundland, which has received payments since the program's creation, is now a so-called "have" province, and is now a net contributor and does not receive payments."

(copied from here...

As this says, Newfoundland has always been a "Have Not" province. Through no fault of their own (imo), a lot has been taken away from them (Newfoundlanders). Through much hard work, perseverance and a 'keep on trucking' attitude through all the hard times, they've been able to turn their status from a "Have Not" province into a "Have" province (meaning Newfoundland no longer needs to receive money from the Fed. Gov't). This is the first time since the program began, that Newfoundland is not a "Have Not" province. They have endured lots of devastating hard times, been the butt of many jokes and cruel remarks, but with lots of hard work, managed to work their way through and have now become a "Have" province.

I know....clear as mud, right? lol
